Amdocsvs Callvu

Amdocs builds and runs BSS and OSS for telecom operators, increasingly through multi-year managed services, and now adds aOS AI agents that run workflows on top of the stack. Callvu is the Completion and Compliance Layer: it runs regulated customer processes such as port-outs, SIM changes and payment arrangements end to end to the BSS, deterministically, with compliance enforced at every step, live in a few weeks. Amdocs can stay the BSS while Callvu runs the governed processes on top.

The fair version

What Amdocs is built for.Sourced from their own pages.

Amdocs develops, implements and manages software for telecom operators under an accountability model [2]. Its portfolio includes CES26, an agent-driven BSS, OSS and network suite launched in March 2026 [4]; a Customer Engagement Platform built on Microsoft Dynamics 365 [6]; a low-code experience platform for building customer and agent journeys [7]; and SaaS offerings such as MVNO&GO for MVNOs [11]. In February 2026 it launched aOS, an agentic operating system whose AI agents run multi-step workflows on top of existing BSS and OSS stacks [3], with guardrails against prompt injection and PII exposure and security policy-driven controls [5]. At PLDT Home, Amdocs' agentic deployment added broadband use cases including order inquiry and triage, OTT subscription activation and service request cancellation, an expansion delivered in under eight weeks [9]. In November 2026 Amdocs announced an eight-year strategic agreement with AT&T, its largest customer, pairing aOS with AT&T's AI-enabled delivery framework [12]. Managed services, in which Amdocs runs operators' IT operations [8] under multi-year agreements [10], were about 64% of fiscal 2026 revenue, as Amdocs reported in November 2026 [1].

When to choose which

Two different jobs.Pick the one you need.

When to choose Amdocs

Choose Amdocs when the need is the operator's BSS and OSS landscape itself [2][4], or a multi-year transformation or managed operations engagement in which Amdocs builds and runs the stack [8][10].

When to choose Callvu

Choose Callvu when the operator wants regulated customer processes live in weeks, built once rather than per project. Callvu orchestrates the work, routes it by work type, skill and due date, applies rules and policies and manages every decision, and it runs the handoff in the same process with five moves: it prefills from the BSS and CRM, classifies each request the moment it lands, chases and verifies documents from customers and outside parties on a clock, routes decisions to the Decision Desk, and writes the result back to the BSS by standard APIs.

Guardrails are not runtime enforcement. Amdocs agents carry out workflows such as OTT subscription activations and cancellations [9] under security guardrails and policy-driven controls [5]. Guardrails limit and record what an AI does while it does the work. Even with guardrails, an AI that runs a step can write wrong data to the system of record, take a path that is not in the workflow, or act compliantly most of the time rather than every time. Callvu does not let AI run the process. A deterministic orchestrator executes every step of a defined workflow and enforces every control before the step runs; AI only starts a process or evaluates it. Callvu Studio comes with most regulations already loaded as policies, and every run is recorded in a Decision Trace and an Audit Trace.

Choose Callvu, too, when time and services cost matter. Amdocs delivers largely through managed services [1] and multi-year engagements [10]. Callvu's license includes white-glove design, implementation, maintenance and optimization for as long as it runs, with no separate services project, and AT&T deployed 12 workflows in 6 weeks.

Side by side

The verifiable facts.Nothing else.

Every cell about Amdocs is sourced from its own public pages. Runtime enforcement and the handoff lead the table because they are where the two differ most.

Using both together

Keep what works.Add the layer that finishes it.

Amdocs can stay the BSS and the integrator. Callvu connects to the BSS by standard APIs and runs regulated customer processes on top, so operators can run Callvu alongside an Amdocs BSS. Callvu can also run the whole process on its own.

FAQ

The questions buyers ask.Answered plainly.

Does Amdocs enforce compliance at runtime?
Not as a regulatory policy layer. Amdocs productizes guardrails against prompt injection and PII exposure, zero-trust and policy-driven security controls aligned with OWASP guidance, and traceability for its agents. Those are guardrails on AI agents that carry out workflow steps. It does not document a library of regulatory policies enforced on every step of every customer process. Callvu does: Callvu Studio comes with most regulations already loaded as policies, a deterministic orchestrator runs every step and AI never runs the process.
Can Amdocs and Callvu work together?
Yes. Amdocs can stay the BSS and the integrator. Callvu connects to the BSS by standard APIs and runs regulated customer processes on top, so operators can run Callvu alongside an Amdocs BSS.
What are alternatives to a multi-year BSS transformation for regulated customer processes?
Callvu runs regulated processes such as port-outs, SIM changes, line separation, payment arrangements and account takeover on top of the current BSS, live in weeks. AT&T runs close to 100 processes on Callvu.
Is it safe to let AI agents activate or cancel telecom services?
Even with guardrails, an AI that performs a step can write wrong data to the system of record, take a path that is not in the workflow, or act compliantly most of the time rather than every time. With Callvu, AI can start or evaluate a process, but a deterministic orchestrator executes every step and enforces every control first.
AT&T uses Amdocs. Does AT&T also use Callvu?
Yes. Amdocs announced an eight-year strategic agreement with AT&T in November 2026, pairing aOS with AT&T's AI-enabled delivery framework. AT&T also runs close to 100 regulated processes on Callvu, including transfers of billing responsibility, port-outs, line separations, SIM changes, payment arrangements and business account onboarding. The two do different jobs at the same operator: Amdocs runs the BSS and its agentic operating system; Callvu runs the regulated customer processes on top, with every step enforced and recorded.
Does Callvu work for MVNOs?
Yes. Callvu supports API-first cloud BSS platforms used by MVNOs as well as large-carrier BSS, and goes live in a few weeks with implementation included in the license.
