Power Automatevs Callvu
Microsoft Power Automate is a general-purpose, low-code automation platform that your makers, developers or partners use to build flows, apps and AI agents across the Microsoft ecosystem. Callvu is the Completion and Compliance Layer: it runs regulated processes end to end for you, from the customer's request through the back office to the core, deterministically, with compliance enforced at every step and an immutable record of every run. Power Automate gives you building blocks; Callvu gives you the governed process.

The fair version
What Power Automate is built for.Sourced from their own pages.
Power Automate is Microsoft's automation product within Power Platform [1]. It offers cloud flows triggered automatically, on demand or on a schedule, and desktop flows that automate legacy systems through RPA [2], plus process mining to visualize how processes run [3] and AI Builder models for document processing [7]. Power Pages builds external-facing websites on Dataverse [6], and Copilot Studio builds AI agents and agent flows [5][8]. Governance is handled at the tenant and environment level: data loss prevention policies are enforced in real time on Copilot Studio agents [4], and Agent 365 adds an agent registry, access control and risk signals [13]. Banks build on it with large maker programs; Lloyds Banking Group, for example, has more than 1,400 business developers [9]. Microsoft deprecated its Cloud for Financial Services loan tracker and sample loan onboarding portal in 2023 [10].
When to choose which
Two different jobs.Pick the one you need.
When to choose Power Automate
Choose Power Automate when you are a Microsoft organization that wants one general-purpose, low-code platform for many internal automations, apps and agents [1][5], built by your own makers and developers or a partner, with a Center of Excellence to govern them, as Lloyds does [9]. It fits automation of desktop tasks in legacy systems through RPA [2] and process discovery through process mining [3].
When to choose Callvu
Choose Callvu when you want the regulated process run for you, not built from a toolkit. Callvu orchestrates the work, routes it by work type, skill and due date, applies rules and policies and manages every decision, and it runs the handoff in the same process with five moves: it prefills from what the core already knows, classifies each request the moment it lands, chases and verifies documents from customers and outside parties on a clock, routes decisions to the Decision Desk, and writes the result back to the core by API. Callvu builds it, trains your team and stays through launch and ongoing management.
Choose Callvu, too, when you need evidence for every run. Microsoft documents that its Purview audit logs cover changes to flows, not individual flow runs or action executions, and points to run records in Dataverse and Application Insights for run detail [11]. Callvu records every run in a Decision Trace and an Audit Trace, immutable and pushed in real time to your GRC and BI tools.
Guardrails are not runtime enforcement. Microsoft governs agents through data loss prevention policies [4] and Agent 365 [13]. Its agent flows are deterministic and rule-based [8], which is real; but a Copilot Studio agent decides when to call them, autonomous agents make decisions and execute tasks on their own [12], and multistage approvals, in preview, let an AI stage approve or reject a request [14]. The difference is what is enforced and who builds it: each flow carries only the logic its maker built, not every regulation and company policy on every step. Guardrails limit and record what an AI does while it does the work. Even with guardrails, an AI that runs a step can write wrong data to the system of record, take a path that is not in the workflow, or act compliantly most of the time rather than every time. Callvu does not let AI run the process. A deterministic orchestrator executes every step of a defined workflow and enforces every control before the step runs; AI, yours or Callvu's, only starts a process or evaluates it.
Choose Callvu, too, when time and services cost matter. Power Platform solutions are built by your makers and developers, and Lloyds runs a Center of Excellence to govern them [9]. Callvu's license includes white-glove design, implementation, maintenance and optimization for as long as it runs, with no separate services project, and Callvu goes live in a few weeks: PSEG Long Island went live in 4 weeks, and Phoenix Insurance integrated all core systems in 4 weeks.
Side by side
The verifiable facts.Nothing else.
Every cell about Power Automate is sourced from its own public pages. Runtime enforcement and the handoff lead the table because they are where the two differ most.
| Capability | Power Automate | |
|---|---|---|
| Primary role | Completion and Compliance Layer between every front door and the system of record | General-purpose low-code automation: cloud flows, desktop RPA, process mining [1] |
| Runtime compliance enforcement | Yes. A deterministic orchestrator runs every step; AI never runs the process. Every regulation and company policy is enforced on every step while the work runs, whether a person or an AI started it; a step that fails a control does not run. A Decision Trace and an Audit Trace for every run | Not a platform capability. Data loss prevention policies block connectors and actions for Copilot Studio agents in real time; process compliance logic is built into each flow by its maker [4] |
| Front-to-back-office handoff | Yes, end to end: prefill from the core, classify the work, chase and verify documents, route decisions to the Decision Desk and write back to the system of record. Back-office planning starts the moment the front end starts | Built per process by your makers from Power Pages sites, flows, approvals and Dataverse; no packaged lending handoff since Microsoft deprecated its sample loan onboarding portal and loan tracker in 2023 [10] |
| Orchestration, routing, rules and decisioning | Yes: workflow orchestration, routing by work type, skill and due date, rules and policies, and human decisions in the Decision Desk, built by Callvu | Yes: deterministic, rule-based agent flows with human-in-the-loop approvals, built by makers and developers [8] |
| AI guardrails vs deterministic execution | Deterministic execution, not guardrails: AI never runs the process. A deterministic orchestrator executes every step and enforces every control before it runs, so nothing unchecked reaches the system of record and no step outside the workflow can happen | Agent flows are deterministic, rule-based paths that a Copilot Studio agent can call as tools; with generative orchestration, the agent decides when to call them. Multistage approvals, in preview, add AI stages that approve or reject and manual stages for people [8] |
| Audit record of each run | A Decision Trace and an Audit Trace for every run, immutable and pushed in real time to your GRC and BI tools | Purview audit logs cover flow lifecycle and permission events, not individual runs or action executions; run and action detail comes from run history, cloud flow run records in Dataverse or Application Insights, which your team sets up and reviews [11] |
| Document processing | Requests each missing item from the right party on a clock, reads it on arrival (OCR) and checks it against what the case needs: right form, signatures, dates | AI Builder prebuilt and custom document processing models [7] |
| Deployment and professional services | White-glove design, implementation, maintenance and optimization included in the license, for as long as it runs; no separate services project. Live in a few weeks: PSEG Long Island went live in 4 weeks, and Phoenix Insurance integrated all core systems in 4 weeks | Built by your makers and developers, with a Center of Excellence as at Lloyds Banking Group [9] |
Using both together
Keep what works.Add the layer that finishes it.
Power Automate can keep running internal automations and Microsoft 365 workflows. Callvu runs the regulated customer processes and the handoff to the core, and a Power Automate flow or a Copilot Studio agent can be one of the doors where a Callvu process starts. Where you do not run a separate workflow platform, Callvu runs the whole process on its own.
